Cet article, s'appuyant sur les &#233;vidences du rapport, propose une architecture &#233;conomique pour construire cette souverainet&#233; en pla&#231;ant l'autonomisation financi&#232;re des femmes au centre de la strat&#233;gie.&lt;/p&gt;&lt;/div&gt;
		&lt;div class='rss_texte'&gt;&lt;p&gt;Le Diagnostic : Une &#201;conomie de Rente et une Exclusion Financi&#232;re&lt;br class='autobr' /&gt;
L'analyse &#233;conomique r&#233;v&#232;le une double vuln&#233;rabilit&#233;. Sur le plan macro&#233;conomique, l'&#233;conomie bissau-guin&#233;enne est une quasi-monoculture, o&#249; l'agriculture, domin&#233;e par la noix de cajou, repr&#233;sente 69% du PIB et 85% des emplois. Cette hyper-d&#233;pendance rend le budget de l'&#201;tat extr&#234;mement volatil et incapable de financer les services de base, notamment un syst&#232;me de protection sociale qui est qualifi&#233; de &#171; hautement faible &#187;. Le rapport est clair : il n'existe aucun fonds d'urgence national pour les catastrophes , et plus de 95% des d&#233;penses d'assistance sociale sont financ&#233;es par les donateurs.&lt;/p&gt;
&lt;p&gt;Au niveau micro&#233;conomique, cette fragilit&#233; se traduit par une exclusion financi&#232;re syst&#233;mique des femmes. Elles sont massivement concentr&#233;es dans le secteur informel sans protection sociale , ont un acc&#232;s discriminatoire &#224; la terre et au cr&#233;dit, et subissent un foss&#233; num&#233;rique et financier important. Le rapport note que dans les zones rurales, les femmes n'ont cat&#233;goriquement pas de compte bancaire et s'appuient sur des syst&#232;mes d'&#233;pargne traditionnels informels appel&#233;s &#171; abota &#187;.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;La solution : Une architecture pour l'autonomie financi&#232;re&lt;/strong&gt;&lt;br class='autobr' /&gt;
La strat&#233;gie doit viser &#224; construire, brique par brique, une capacit&#233; de financement nationale et inclusive.&lt;/p&gt;
&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; &lt;strong&gt;&#192; l'&#233;chelle macro&#233;conomique : Cr&#233;er un levier souverain&lt;/strong&gt;&lt;br class='autobr' /&gt;
La priorit&#233; absolue est de cr&#233;er un instrument budg&#233;taire national. Le rapport recommande d'assurer une affectation &#233;quitable des ressources dans le Budget G&#233;n&#233;ral de l'&#201;tat (OGE) pour la r&#233;duction des risques et de cr&#233;er des fonds d'urgence avec les partenaires. La premi&#232;re &#233;tape consiste donc &#224; institutionnaliser un Fonds National d'Urgence et de R&#233;silience.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Ce fonds souverain, m&#234;me modestement abond&#233; au d&#233;part par l'&#201;tat et compl&#233;t&#233; par les partenaires, deviendrait le r&#233;ceptacle de tous les financements de crise. Son r&#232;glement devra imp&#233;rativement inclure des principes de budg&#233;tisation sensible au genre, notamment en int&#233;grant la recommandation du rapport d'inclure un budget sp&#233;cifique pour garantir l'&#233;galit&#233; des genres dans les actions d'urgence. C'est la condition sine qua non pour commencer &#224; b&#226;tir une autonomie financi&#232;re.&lt;/p&gt;
&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; &lt;strong&gt;&#192; l'&#233;chelle m&#233;so&#233;conomique : Harmoniser et innover&lt;/strong&gt;&lt;br class='autobr' /&gt;
Actuellement, l'aide internationale est fragment&#233;e entre de multiples projets. Pour maximiser son impact, une Plateforme Nationale de Financement de la R&#233;silience doit &#234;tre cr&#233;&#233;e. Co-pilot&#233;e par les minist&#232;res cl&#233;s (Finances, Femme) et les partenaires, cette plateforme harmoniserait les financements externes pour s'assurer qu'ils soutiennent les objectifs de la politique nationale de genre (PNIEG) et financent des initiatives locales.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Elle pourrait &#233;galement incuber des solutions innovantes sugg&#233;r&#233;es par le rapport, comme le d&#233;veloppement d'un syst&#232;me de &#034;Crowd-funding&#034; pour faciliter la mise en place d'un syst&#232;me d'assurance maladie.&lt;/p&gt;
&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; &lt;strong&gt;&#192; l'&#233;chelle micro&#233;conomique : Partir du local et digitaliser&lt;/strong&gt;&lt;br class='autobr' /&gt;
L'investissement le plus rentable est celui qui s'appuie sur les pratiques existantes. Les femmes utilisent d&#233;j&#224; l'&#171; abota &#187;, un syst&#232;me d'&#233;pargne rotatif bas&#233; sur la confiance. La strat&#233;gie micro&#233;conomique consiste &#224; connecter cet outil informel &#224; l'&#233;conomie formelle.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Pour ce faire, il faut mettre en &#339;uvre la recommandation du rapport de fournir une &#233;ducation financi&#232;re aux femmes et aux micro-entreprises pour l'utilisation des applications financi&#232;res mobiles. Des programmes concrets pourraient &#233;quiper les groupes d'&#171; abota &#187; de t&#233;l&#233;phones portables, les former &#224; la gestion via des applications simples et les connecter aux services de &#034;mobile money&#034;. Cette approche permet de surmonter le manque d'infrastructures bancaires en milieu rural, de s&#233;curiser l'&#233;pargne des femmes et de les int&#233;grer dans l'&#233;conomie num&#233;rique, tout en renfor&#231;ant leur capital social.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Conclusion : Un Investissement dans la Stabilit&#233;&lt;/strong&gt;&lt;br class='autobr' /&gt;
Pour la Guin&#233;e-Bissau, le chemin vers la r&#233;silience face aux catastrophes et aux &#233;pid&#233;mies est indissociable de la construction de sa souverainet&#233; financi&#232;re. Cet effort ne peut r&#233;ussir qu'en pla&#231;ant les femmes, qui sont les piliers de l'&#233;conomie locale, au centre de la nouvelle architecture financi&#232;re. En combinant la cr&#233;ation d'un fonds national, l'harmonisation de l'aide et la capitalisation sur les savoir-faire locaux comme l'&#171; abota &#187;, le pays peut transformer l'&#233;galit&#233; des genres d'un objectif non financ&#233; en son principal investissement pour un avenir stable et prosp&#232;re.&lt;/p&gt;&lt;/div&gt;

&lt;p&gt;The capacity-building program that ARC offers the country includes activities to strengthen the capacity to integrate the gender perspective at the individual and institutional levels. The trainings aim to strengthen the institutional capacity of stakeholders to integrate gender issues into work plans and policies, advocate for equal rights and women's participation in decision-making processes, and generate knowledge for more in-depth local, national, and regional policy dialogues and decisions.&lt;/p&gt;
&lt;p&gt; As part of the plan agreed among the major stakeholders and with the support of O&amp;E and Gender Units, ARC has held two workshops in Guinea-Bissau from 22 to 26 April 2024. The training manual was used as a learning tool during the two workshops.&lt;/p&gt;&lt;/div&gt;
		&lt;div class='rss_texte'&gt;&lt;p&gt;The Training of Trainers (ToT) workshop held on 22 and 23 April 2024 was attended by 38 participants (13 males, 34%, and 25 females, 66%). Out of the 38 participants, 6 (16%) came from 2 regions of the country, Bafata, and Gabu, representing civil society and women's organizations.&lt;/p&gt;
&lt;p&gt;ARC has trained 90 participants (39 male, 43% and 51 female, 57%) in the two workshops, representing different public and private institutions, including civil society and academia.&lt;/p&gt;

&lt;p&gt;Through this project, ARC has commissioned Gender, Health Emergency and Disaster Risk Management Specialists in each country to conduct an in-depth gender analysis of i. the health sector from the perspective of disease outbreaks and ii. the interlinked disaster risk management and financing sector. The gender analysis aims to identify gaps and challenges and propose recommendations for policies, strategies, and activities to ensure a gender-responsive and transformational disaster risk management sector.&lt;/p&gt;&lt;/div&gt;
		&lt;div class='rss_texte'&gt;&lt;p&gt;The ARC O&amp;E and Gender teams supported by the Guinea Bissau Gender Consultant conducted a technicalmission in-Bissau City with the following objectives :&lt;/p&gt;
&lt;ol class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; To hold the validation workshop of the gender analysis conducted in the country at subnational level and across sectors from the perspectives of DRM and O&amp;E; and to plan the next activities, given the specific political context of the country. ARC has convened key government stakeholders and partners for the presentation and validation of the gender analysis and the resultant Gender Action Plan.&lt;/li&gt;&lt;li&gt; To plan the subsequent activities of the ARC-BMGF project, namely, the training of trainers and the training of health emergency specialists.&lt;/li&gt;&lt;li&gt; To meet with the WFP Country Office in Guinea-Bissau to discuss ARC engagement given the political situation after dismissal of the National Parliament and to discuss potential areas of mutual collaboration.&lt;/li&gt;&lt;/ol&gt;&lt;/div&gt;
