Gender and DRM Side Event on the Margins of the 15th CoP of the African Risk Capacity

On the sidelines of the ARC's 15th Conference of the Parties in Kigali, Rwanda, the ARC Gender Division and Affaires mondiales Canada | Global Affairs Canada (GAC), a key partner in advancing ARC's gender mainstreaming efforts, co-hosted a panel discussion to examine the role of gender integration in Disaster Risk Management and climate change response.

The session convened other ARC partners critical in fostering synergies with GAC-funded initiatives, with the goal to identify shared priorities, complementarities, and potential overlaps across programmes. Participants shared experiences and outlined lessons learnt in the integration of Gender in DRM and climate change response through the ARC, Replica and ADRIFI mechanisms. They also explored strategies to enhance stakeholder collaboration, ensuring cohesive efforts in addressing interconnected climate resilience challenges. Humanitarian partners, the World Food Programme (WFP) and the African Development Bank Group (AfDB), contributed to the discussions as key enablers of African countries' participation in ARC risk pools. The WFP collaborates on the ARC Replica initiative, which enables humanitarian actors to secure sovereign insurance coverage for participating countries. AfDB oversees the Africa Disaster Risk Financing (ADRiFi) Programme, a flagship initiative for enhancing the resilience and response capacity of African nations to climate-induced disasters. ADRiFi focuses on advancing disaster risk management and financing strategies by integrating risk assessment, mitigation, risk transfer mechanisms, and preparedness planning. In 2019, ARC, supported by Global Affairs Canada / Affaires mondiales Canada, developed and adopted its Gender Strategy. As part of its principles of engagement, the organisation adopted a differentiated approach to gender equality issues in DRM, committing to closing the gender gap, which is central to achieving aspiration 6 of Africa's Agenda 2063. This framework recognises that the important role of women in agriculture is essential for food security and economic growth. The event concluded with a road map for a strengthened collaboration, with clear indications on expected deliverables of each mechanism, developed. An immediate outcome was the commitment from partners to hold joint working meetings regularly to explore areas of collaboration in ARC member states.

Annual Training of ARC Government Coordinators

Gender equality is a cornerstone of resilient communities In the face of escalating climate risks and public health threats, gender mainstreaming in Disaster Risk Management (DRM) is not optional but essential. True resilience demands that all people's unique vulnerabilities and capacities, especially women and marginalised groups, are recognised, valued, and addressed. At ARC, we understand that without gender-responsive DRM, we cannot achieve the Africa We Want, nor can we fulfil the Sustainable Development Goals (SDGs) or the Agenda 2063 vision.

On April 25–26, 2025, on the margins of the 15th ARC Conference of Parties (CoP) in Kigali, Rwanda, ARC convened a landmark Gender Training Workshop for Government Coordinators from Eastern, Southern, and Western Africa. This dynamic workshop is an annual exercise aiming at enhancing the gender mainstreaming capacities of our Government Coordinators and this years' segment introduced the Gender Audit methodology. This powerful, participatory tool will assist our Member States in systematically assessing and integrating gender equality principles into their DRM policies, plans, and programmes. Expressing gratitude to the participants, Dr Christy Adokiye George, Head of the ARC Gender Division, stressed : "This training is more than a capacity-building exercise ; it is a call for action. I am deeply grateful to all our Government Coordinators for their unwavering dedication. Together, we are redefining resilience — not just as an ability to bounce back from crises, but as transformation rooted in equity, dignity, and empowerment for all." Retselisitsoe Molefe, Government Coordinator of the Kingdom of Lesotho and Chair of the CoP, emphasised : "Gender equality must be at the heart of everything we do in building resilience. As DRM practitioners, we are called to recognise that sustainable resilience cannot be achieved if we leave behind the voices, needs, and leadership of half our population. This work is fundamental to creating a stronger, healthier, and more unified Africa." At ARC, we proudly champion a vision of resilience in which no one is left behind and where climate and disease threats are addressed with inclusive, transformative, and enduring solutions. Policy Dialogue : Gender Integration in DRM in Burkina Faso

Burkina Faso is taking bold steps toward building a more inclusive and resilient disaster risk management system In collaboration with ARC and development partners, the Government of Burkina Faso convened a high-level policy dialogue on 13 June 2025 in Ouagadougou to advance the integration of gender considerations into disaster risk management. The dialogue brought together government representatives, civil society, international partners, and technical experts to review key findings from a gender and DRM analysis and to chart a path toward gender-responsive policies and programmes.

The event marked an important moment in the country's commitment to protecting vulnerable populations from the growing impacts of climate shocks, while reaffirming its leadership within the Alliance of Sahel States. It also laid the foundation for the upcoming “Ouagadougou Declaration on Gender Integration in Disaster Risk Management,” which is expected to guide regional collaboration and action in the months ahead. Key discussants and panelists came from government representatives from the ministry of Agriculture, Animal Resources and Fisheries of Burkina Faso, ministry of Humanitarian Action and National Solidarity, which is also the ministry in charge of gender affairs, the coalition of non-government organisations, the embassy of Canada in Burkina Faso, the secretariat of the African Risk Capacity Group represented by Eva Grace Kavuma, the GDG, a.i. and the Gender Division. Discussions gravitated around two key themes : The importance of gender disaggregated data in Disaster Risk Management and the need for gender sensitive budgeting in Disaster Risk Management in Burkina Faso. The main outcome of the policy dialogue was the firm commitment of the government of Burkina Faso to take the lead on gender integration in DRM in the Alliance of Sahel states. From this perspective, the government of Burkina Faso will hold a conference where this issue will be discussed with other countries that are part of the alliance. An initial draft declaration will be circulated, and once finalised, it will be called the #Ouagadougou_Declaration_on_gender_integration_in_Disaster_Risk_Management. This will serve as a discussion paper during the planned conference.

Intégration du genre dans la gestion des risques de catastrophe au Burkina-Faso

Atelier de validation du rapport d'analyse genre et du plan d'action genre dans la GRC

L'ARC vient de conclure un atelier de validation sur le genre à Ouagadougou, au Burkina Faso, à la suite d'une analyse de genre dans la gestion des risques de catastrophes (GRC) dans le pays. Cet atelier a réuni des membres du Groupe de Travail Technique, des organisations de la société civile, des partenaires au développement et des représentants des autorités locales.

L'atelier a permis de réfléchir aux résultats de l'analyse de genre et au plan d'action genre, avec pour objectif d'approprier les conclusions de l'étude au niveau national et de proposer une approche transformative en matière de prévention et de réponse aux catastrophes au Burkina Faso. Les résultats ont été présentés et des recommandations pour une meilleure intégration du genre dans la GRC ont été formulées. Ces recommandations alimenteront le plan d'action genre.

« C'est un moment décisif pour le Burkina Faso. Alors que nous poursuivons cette démarche, nous souhaitons que vous vous appropriez ce processus et proposiez des étapes concrètes pour l'intégration du genre dans la GRC », a déclaré Dr Christiana George, responsable de la Division Genre de l'ARC. « L'ARC continuera à vous soutenir dans l'élaboration d'une stratégie nationale d'intégration du genre dans la GRC pour le Burkina Faso », a-t-elle conclu.

« Le Canada est fier de participer à cet événement et de son partenariat avec l'ARC, alors que nous travaillons ensemble pour une approche transformative en matière de genre dans la GRC au Burkina Faso et dans d'autres pays du continent africain », a affirmé Mme Romi Sybile Achille, Chargée du développement (Santé, Genre, Éducation et Communication) à l'Ambassade du Canada au Burkina Faso.

« Le Burkina Faso doit être un leader en matière d'intégration du genre dans la gestion des risques de catastrophes au sein de l'Alliance des États du Sahel », a insisté M. Savadogo Boukary, Conseiller technique auprès du Ministre d'État, Ministre de l'Agriculture, des Ressources Animales et Halieutiques.

Alors que l'ARC poursuit ses efforts d'intégration du genre dans la GRC, ce travail est en cours de réplication dans d'autres États membres. Une version finale du Plan d'Action Genre sera partagée avec les participants, et d'autres activités liées au genre sont prévues dans le pays, notamment des formations de formateurs et des dialogues politiques.

Gender & Risk Management in Climate Change

The programme is implemented in collaboration with Alfajiri WHeT and the Agency of the African Union - ARC, which is mandated to assist African Union member states in better planning, preparing, and responding to climate-related disasters.

Gender Mainstreaming in DRM in Togo

Dans le cadre de la mise en œuvre de la stratégie genre au Togo, l'Unité Genre de l'African Risk Capacity (ARC) a collaboré avec diverses structures pour mener une analyse genre (GA) appliquée à la gestion des risques de catastrophes (GRC). Cette analyse a permis d'obtenir un aperçu global de la situation du genre au Togo dans ce domaine et d'élaborer un Plan d'Action Genre (GAP) comportant des indicateurs mesurables et des actions concrètes.

Consultations préliminaires et présentation des résultats
Suite à cette analyse, des consultations préliminaires ont été organisées afin de présenter les résultats et d'initier un dialogue sur le développement d'une stratégie genre en GRC au Togo. Ces rencontres ont rassemblé des parties prenantes essentielles, notamment des représentants du gouvernement, des partenaires au développement et des organisations de la société civile. Ces acteurs ont activement interagi avec le rapport d'analyse genre et le plan d'action, facilitant ainsi une meilleure appropriation des conclusions et recommandations.

Formation des formateurs et renforcement des capacités
Un atelier de formation des formateurs a été organisé pour renforcer les compétences des parties prenantes sur les thématiques genre et GRC. Ce programme a été basé sur le manuel développé à cet effet et a marqué le début de l'établissement d'un réseau de formateurs au Togo. Un noyau central de formateurs a été constitué afin de poursuivre les discussions et d'assurer une diffusion continue des connaissances.

Rencontres stratégiques
En amont des activités, la cheffe de la division Genre de l'ARC a tenu une réunion de travail avec le coordonnateur gouvernemental de l'ARC au Togo. Cet échange a permis d'harmoniser les approches et d'assurer une cohérence dans la mise en œuvre des actions liées à l'intégration du genre dans la GRC.

Perspectives et prochaines étapes
Les efforts engagés au cours de cette mission constituent une avancée significative pour une prise en compte effective du genre dans la gestion des risques de catastrophes au Togo. Le réseau de formateurs en cours de constitution jouera un rôle clé dans la diffusion des connaissances et la mise en application des actions définies dans le plan d'action genre.

L'engagement des parties prenantes et la volonté politique manifestée lors des consultations ouvrent la voie à une stratégie nationale inclusive et efficace en matière de genre et de GRC, en alignement avec les objectifs de résilience et de développement durable du pays.

Training of regulators in women's insurance in Antananarivo, Madagascar

Le renforcement de l'autonomisation économique des femmes à travers l'assurance est un enjeu majeur. C'est dans ce contexte que l'African Risk Capacity (ARC) et la Société Financière Internationale (IFC) ont organisé, à Madagascar, la quatrième session de formation sur l'assurance féminine, après des sessions pilotes au Zimbabwe et en Côte d'Ivoire en 2023, puis au Rwanda en 2024.

Un Partenariat Stratégique pour Sensibiliser les Régulateurs
L'initiative découle d'une collaboration entre l'ARC et l'IFC, deux institutions engagées en faveur de l'inclusion financière des femmes. Ensemble, elles développent des modules de formation sensibles au genre destinés aux régulateurs du secteur des assurances. L'objectif principal est de sensibiliser ces acteurs clés à l'importance de la promotion de l'assurance féminine comme levier d'autonomisation économique.

Une Formation Axée sur l'Intégration du Genre
L'atelier, qui s'est déroulé sur deux jours, a réuni des régulateurs du secteur des assurances à Madagascar, des membres de l'Association des Assureurs de Madagascar, ainsi que l'Unité de Prévention et de Gestion des Urgences (CPGU) rattachée à la Primature. Ils ont été encouragés à exploiter les opportunités offertes par le marché de l'assurance féminine, favorisant ainsi un environnement plus inclusif et équitable pour les femmes à Madagascar.

Grâce à cette initiative, l'ARC et l'IFC contribuent activement à une meilleure intégration du genre dans la gouvernance des risques et le secteur des assurances, ouvrant la voie à des solutions durables pour la résilience économique des femmes
