		&lt;div class='rss_texte'&gt;&lt;p&gt;&#192; mesure que les pays progressent dans leurs processus de plan national d'adaptation (PAN), ils se concentrent de plus en plus sur les questions d'efficacit&#233;, visant &#224; mettre en pratique les principes et les approches qui ont &#233;t&#233; mis en &#233;vidence dans les d&#233;cisions prises dans le cadre de la Convention-cadre des Nations Unies sur les changements climatiques. Cela inclut l'Accord de Paris, qui appelle &#224; une action climatique sensible au genre, et le Plan d'action sur le genre, qui souligne la n&#233;cessit&#233; d'int&#233;grer les consid&#233;rations de genre dans les plans et actions d'adaptation. Le processus du PAN, un m&#233;canisme cl&#233; permettant aux pays d'acc&#233;l&#233;rer les efforts d'adaptation au changement climatique, repr&#233;sente une occasion importante de s'assurer que les investissements dans l'adaptation sont efficaces et durables et qu'ils g&#233;n&#232;rent des avantages &#233;quitables pour les femmes et les hommes, y compris les plus vuln&#233;rables.&lt;/p&gt;
&lt;p&gt;Depuis 2018, le R&#233;seau mondial du PAN travaille avec six gouvernements de pays d'Afrique&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb1&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;B&#233;nin, C&#244;te d'Ivoire, &#201;thiopie, Guin&#233;e-Conakry, Madagascar et Togo&#034; id=&#034;nh1&#034;&gt;1&lt;/a&gt;]&lt;/span&gt; pour entreprendre des analyses de genre cibl&#233;es afin d'&#233;clairer leurs processus du PAN. Bien que les pays en soient &#224; des stades diff&#233;rents dans la formulation et la mise en &#339;uvre de leurs PAN, chacun a estim&#233; avoir atteint un moment strat&#233;gique pour mener ces analyses afin d'&#233;clairer les prochaines &#233;tapes du processus. La pr&#233;sente note d'information d&#233;crit la justification et l'approche que nous avons adopt&#233;es pour appuyer ces analyses sexosp&#233;cifiques ax&#233;es sur le PAN. Il fournit des aper&#231;us des analyses, pr&#233;sentant les th&#232;mes communs qui &#233;mergent ainsi que les le&#231;ons apprises du processus. En partageant ces r&#233;flexions, nous visons &#224; d&#233;montrer la valeur de l'analyse sexosp&#233;cifique cibl&#233;e dans la promotion d'une action d'adaptation qui soit sexosp&#233;cifique tout en documentant l'apprentissage qui peut &#234;tre utile pour d'autres pays qui s'efforcent d'int&#233;grer les consid&#233;rations de genre dans leurs processus de PAN.&lt;/p&gt;&lt;/div&gt;

Il est bas&#233; sur un examen documentaire, des consultations et des entretiens avec des informateurs cl&#233;s sur les cadres juridiques et politiques de GRC et leur mise en &#339;uvre en &#201;thiopie, au Burundi, au Kenya, &#224; Madagascar, au Malawi, au Mozambique, en Somalie (y compris au Puntland et au Somaliland), au Soudan du Sud, en Ouganda, le Zimbabwe, la Commission de l'Union africaine (CUA), la Communaut&#233; de l'Afrique de l'Est, l'Autorit&#233; intergouvernementale pour le d&#233;veloppement (IGAD) et la Communaut&#233; de d&#233;veloppement de l'Afrique australe (SADC).&lt;/p&gt;
&lt;p&gt;Ce rapport constate que L'ampleur de l'int&#233;gration de la dimension de genre dans les cadres juridiques et politiques de la GRC en Afrique orientale et australe refl&#232;te les tendances mondiales : on accorde de plus en plus d'attention &#224; la recherche d'une approche de GRC sensible au genre ; on s'int&#233;resse de plus en plus &#224; la fa&#231;on dont la GRC et l'ACC peuvent se compl&#233;ter ou &#234;tre int&#233;gr&#233;es ; On s'int&#233;resse de plus en plus aux conseils sur la meilleure fa&#231;on d'int&#233;grer les consid&#233;rations li&#233;es au genre dans la GRC, notamment en d&#233;terminant les normes minimales et en s'engageant aupr&#232;s des dirigeants des organisations nationales, dirig&#233;es par des femmes, des jeunes et d'autres organisations qui travaillent pour les droits des groupes marginalis&#233;s. De m&#234;me, les lacunes dans l'attention port&#233;e &#224; la VFS refl&#232;tent les lacunes mondiales dans l'int&#233;gration de l'att&#233;nuation, de la pr&#233;vention et de la r&#233;ponse des risques li&#233;s au genre et &#224; la VFS dans toutes les composantes de la GRC. M&#234;me dans les pays o&#249; les documents juridiques et politiques relatifs &#224; la gestion des risques li&#233;s aux catastrophes sont sensibles au genre, des lacunes subsistent dans la mise en &#339;uvre. Que ce soit en raison des limites du financement, du temps, des ressources humaines ou des contraintes op&#233;rationnelles qui passent des niveaux nationaux aux niveaux infranationaux, une mise en &#339;uvre faible laisse un cadre sensible au genre simplement ambitieux.&lt;/p&gt;&lt;/div&gt;

		&lt;div class='rss_texte'&gt;&lt;p&gt;La premi&#232;re journ&#233;e a mis l'accent sur le partage d'exp&#233;riences et de le&#231;ons apprises entre les pays participants, ainsi que sur l'identification des partenariats potentiels et souhaitables pour la mise en &#339;uvre effective de l'agenda sur le genre et la gestion des risques li&#233;s aux catastrophes. L'objectif principal des premi&#232;res sessions &#233;tait de r&#233;pondre &#224; deux questions cruciales : 1. Comment s'est d&#233;roul&#233; le processus d'int&#233;gration du genre, et 2. Quels sont les d&#233;fis rencontr&#233;s dans l'impl&#233;mentation et la mise en &#339;uvre de cette int&#233;gration. Les le&#231;ons retenues ont &#233;t&#233; formul&#233;es sous forme de bonnes pratiques.&lt;/p&gt;
&lt;p&gt;Le partenariat est au c&#339;ur de notre action. Comme le rappelle l'ODD 17, il est essentiel de promouvoir des partenariats efficaces aux niveaux mondial, r&#233;gional, national et local, entre les gouvernements, le secteur priv&#233; et la soci&#233;t&#233; civile. La session a explor&#233;, aux niveaux national, r&#233;gional et international, les partenaires et les partenariats potentiels &#224; d&#233;velopper et &#224; mettre en &#339;uvre.&lt;/p&gt;&lt;/div&gt;

&lt;p&gt;Recognizing the media's integral role in advocacy and stakeholder engagement, this briefing underline the importance of their grasp on the issues, thereby facilitating effective communication and awareness-raising among stakeholders, including local communities, about the impacts and benefits of the ARC capacity building activities being implemented.&lt;/p&gt;
&lt;p&gt;A primary goal of the planned media training workshop was to bolster the media's awareness of climate-induced risks and natural disasters, particularly within the context of the African Risk Capacity's efforts. Overall, the workshop sought to empower media professionals to accurately report on Disaster Risk Management and Financing, as well as ARC mechanisms, thus enhancing ARC's advocacy through robust media support. Moreover, ARC sensitized the media on ARC capacity building, including contingency planning processes.&lt;/p&gt;
&lt;p&gt;Notably, Zambia has encountered significant challenges due to El Ni&#241;o, leading to extensive discussions about drought impacts. These discussions often positioned ARC in a challenging light, especially since the ARC ARV software had not yet triggered a minimum guarantee for Zambia. It was, therefore, critical to clarify ARC's stance to ease tensions.&lt;/p&gt;
&lt;p&gt;Additionally, ARC has promoted gender mainstreaming in Disaster Risk Management (DRM) in Zambia through consultancy supported by SDC funding. A gender analysis conducted between December 2023 and January 2024 aimed to identify existing gaps and challenges, offering recommendations for policies, strategies, and activities to ensure a gender-responsive and transformational disaster risk management sector.&lt;/p&gt;
&lt;p&gt;Coinciding with the media training, ARC hosted a validation workshop for the gender analysis, engaging key government stakeholders and partners to review the findings and incorporate their feedback into the final Gender Action Plan.&lt;/p&gt;&lt;/div&gt;

		&lt;div class='rss_texte'&gt;&lt;p&gt;On 20 and 21 March 2023, the ARC Group's Gender and Outbreaks &amp; Epidemics (O&amp;E) teams and the West &amp; Central Africa Office, with the support of the Bill and Melinda Gates Foundations (BMGF), convened the West Africa Regional Consultation on gender-responsive mechanisms for epidemic preparedness in the Economic Community of West African States (ECOWAS) in Dakar, Senegal. The Regional Consultation followed the December 2022 launch of the ARC Group's O&amp;E product, where the Government of Senegal became the first country to take out the sovereign parametric insurance policy for protecting its populations against high-impact disease outbreaks. The ARC O&amp;E Programme's risk-transfer solution is the first African epidemic risk insurance mechanism designed to enable rapid country-led responses to disease outbreaks and epidemics and prevent the further spread of such threats.&lt;/p&gt;
&lt;p&gt;The ARC O&amp;E Programme, born in the wake of the devastating 2014-2016 West African Ebola crisis, and developed in response to a request from African Ministers of Finance under the auspices of the African Union (AU), uses a comprehensive multi-pronged approach to country preparedness and response to O&amp;E : in-country capacity-building work on epidemic preparedness ; contingency planning to enable timely and effective response when an outbreak occurs ; outbreak modelling to compute risk analytics from realistically simulated outbreaks events ; and a risk transfer parametric product that covers early response costs of an outbreak. The O&amp;E risk transfer product initially covers three diseases of epidemic potential, Ebola, Marburg, and meningitis, with a view to expanding based on assessed needs in member states.&lt;/p&gt;
&lt;p&gt;On 28 November 2022, ARC Agency and the BMGF signed an investment grant agreement on &#8220;Gender Responsive Mechanisms for Epidemic Preparedness in ECOWAS&#8221; to support six priority member countries of the ECOWAS to provide rapid and appropriate gender-sensitive responses to disease outbreaks and epidemics in the region. The six ECOWAS countries have been prioritised to benefit from this project : C&#244;te d'Ivoire, Ghana, Guinea-Bissau, Nigeria, Senegal, and Sierra Leone. Towards the fulfilment of this agreement, this Regional Consultation was the start of the ARC-BGMF project, with key objectives being :&lt;/p&gt;
&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; Building the capacity of ECOWAS member states to better respond to disease outbreaks and epidemics ;&lt;/li&gt;&lt;li&gt; Promoting gender-sensitive mechanisms for disease outbreaks and epidemics management ;&lt;/li&gt;&lt;li&gt; Providing technical support and outreach activities on the Polio virus in West Africa ; and&lt;/li&gt;&lt;li&gt; Strengthening innovative partnerships in promoting Pan-African and sub-regional collaboration.&lt;/li&gt;&lt;li&gt; Responding to outbreaks and epidemics must be inclusive to achieve true resilience. As part of the ARC's goal to mainstream gender in all its programmes and the Disaster Risk Management (DRM) environment at large, this project will be intentional in driving for gender equality to ensure that no one is left behind, starting with understanding the gender considerations of each participating country through a gender analysis.&lt;/li&gt;&lt;/ul&gt;&lt;/div&gt;
