Gender and Disaster Risk Management Policy Dialogue in Mozambique

October 13, 2025 ARC, in partnership with Affaires mondiales Canada | Global Affairs Canada and the BADEA - Arab Bank for Economic Development in Africa, hosted a policy dialogue on gender integration in DRM in Mozambique. The event built on a recent gender analysis of DRM practices in Mozambique and served to present the findings of this study.

The dialogue identified actionable pathways for coherent policies and programmes aimed at strengthening the resilience of vulnerable populations, particularly women and girls, during natural disasters.

Lynette Corcino, of Affaires mondiales Canada | Global Affairs Canada, highlighted the importance of women in elevating communities, “If women do well, then families do well, and in turn, communities do well. For that reason, Canada supports gender mainstreaming across Africa.”

The event, which revealed the results of the gender analysis in DRM conducted in Mozambique, acknowledged the journey that the country is taking to address issues of gender inequality.

Adelto Chambela, Director of Mozambique's National Institute for Disaster Risk Management (INGD), highlighted the government's ongoing efforts to safeguard the most vulnerable, particularly women, children, and persons with disabilities, citing the heightened risk they often face during crises, including exclusion, gender-based violence, and trafficking. INGD is implementing targeted measures to ensure their protection and inclusion in disaster response and recovery efforts.

ARC representatives, Dr. Maruping (ARC Board Chairperson) and Eva Grace Kavuma (Chief Operations Officer), thanked all partners for their support. They emphasised the critical role of gender-responsive approaches in DRM, highlighting their alignment with both Africa's Agenda 2063 and the SDGs. They also underscored ARC's ongoing collaboration with Mozambique in building resilience while addressing systemic gender inequalities that worsen vulnerabilities during disasters.

Finally, ARC Head of Gender Division, Dr Christy Adokiye George provided updates on the implementation of ARC Gender Strategy in ARC Member States while at the same time projecting for the next five years.

The panel discussion, made of INGD, the Ministry of Labour, Gender and Social Action and WFP Mozambique, showed the need for collaboration and smart partnerships for the implementation of the Gender Action plan, and for the development of strong systems to support coordinated fundraising for gender and DRM, the collection of sex-disaggregated data and strong monitoring systems.

Advocacy activities must now be initiated to elevate the implementation of the gender strategy for national law makers, targeting the national parliamentarians, and community leaders at district levels.

Outcomes

Renewed commitment to gender integration in DRM frameworks.
Endorsement of measurable indicators under the Gender Action Plan ; and
Strengthened collaboration between ARC, national institutions, and partners to implement gender-responsive resilience initiatives.
Affirmation of the need to collaborate and to create smart partnerships for the implementation of the Gender Action plan, for the development of strong systems that enable coordinated fundraising initiatives for gender and DRM, the collection of sex disaggregated data and strong Monitoring systems.

Gender and Disaster Risk Management in Mozambique Policy Dialogue

This policy dialogue is scheduled on the margins of the planned pay-out ceremony of the ARC Group, which underscores the importance the ARC Group attaches to upholding its gender equality principle in all its operations and programmes.

The planned policy dialogue is a one-day event with a two-pronged objective :

To share the findings of the gender analysis through the presentation of a policy brief.
To solicit for resources for the implementation of critical activities geared towards gender equality
and women empowerment in DRM actions.

Meanwhile, the policy dialogue will attempt to clarify the following concerns on Gender and DRMF :

How do we ensure policy coherence in Disaster Risk Management for effective integration of gender equality concerns in DRM ?
What is the importance of gender-disaggregated data in DRM ? How do we collect, analyse, and
disseminate gender-disaggregated data and ensure its effective utilisation ?
How can we leverage partnerships to accelerate gender-transformative DRM policies and actions ?

Dialogue politique sur l'intégration du genre dans la gestion des risques de catastrophes à Madagascar

Le 28 novembre 2024, la Division Genre de l'ARC, en partenariat avec le gouvernement de Madagascar et avec le soutien de la Banque Arabe pour le Développement Économique en Afrique (BADEA), a organisé un dialogue stratégique pour présenter le document politique qui résume les résultats de l'analyse genre dans la gestion des risques de catastrophe (GRC) menée précédemment. Le dialogue visait à proposer des mesures et des recommandations pour l'intégration de la dimension genre, et à lancer des discussions sur les partenariats pour les initiatives transformatrices en matière de GRC à Madagascar.

La manifestation, à laquelle ont participé des ministères, des organismes du système des Nations Unies, des partenaires au développement, des délégués du monde universitaire et des organisations de la société civile. a pris la forme de deux tables rondes portant sur :

L'intégration de la dimension hommes-femmes dans la gestion des risques de catastrophe (GDM), leadership des femmes en matière de GDM, importance de la collecte de données ventilées par sexe, et
Le rôle essentiel des partenariats dans l'accélération des actions de transformation à Madagascar.

Dans ses remarques de clôture, la Ministre de la Population et de la Solidarité, Mme RAZAFINJATO Aurélie, a souligné la nécessité de donner la priorité aux femmes et à d'autres groupes vulnérables dans les initiatives de gestion des risques de catastrophes à Madagascar en raison des impacts différenciés des catastrophes sur les hommes et les femmes. En effet, les catastrophes ont des effets spécifiques au genre et touchent les femmes et les groupes vulnérables de manière disproportionnée en raison des dynamiques socioéconomiques et culturelles sous-jacentes et des inégalités genre existantes en ce qui concerne l'accès aux ressources, aux services, à l'information et aux marchés. C'est le cas à Madagascar. Elle a félicité l'ARC pour avoir organisé le dialogue et réitéré les avantages de la collaboration entre l'ARC et le gouvernement de Madagascar.

Cela fait écho au mandat de l'ARC, qui consiste à intégrer systématiquement une perspective genre dans ses opérations et politiques, avec pour objectif de transformer les approches de la GRC afin d'assurer l'égalité genre pour les femmes, les hommes et les enfants vulnérables.

À la fin, un mur d'engagement a été présenté aux différentes parties prenantes où elles ont renouvelé leurs engagements pour soutenir les initiatives d'intégration de la dimension de genre à Madagascar.

The development of this revised National Gender Policy was guided by : the Malawi Constitution which has gender equality principles and related provisions, the MGDS, MDGs, Post 2015 Development Agenda 2030 and the various international and regional instruments on gender equality and women empowerment that Malawi is a party to.
Some of these instruments being the 1979 United Nations Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) ; the 2008 Southern African Development Cooperation (SADC) Protocol on Gender and Development, the 2003 Protocol to the African Charter on Human and People's Rights on the Rights of Women in Africa, the 2003 African Union's Solemn Declaration on Gender Equality in Africa and the UN Resolutions : 1325 (2000) and 1820 (2008) on women, peace and security and ending sexual violence in conflict situations.

This policy aims at guiding gender mainstreaming and women empowerment initiatives for attainment of gender equity and equality in Malawi.

Elle constitue également un repère pour la prise en compte du genre dans toutes les actions climatiques entreprises au niveaux de tous les Secteurs et de toutes les parties prenantes.
