On the sidelines of the ARC's 15th Conference of the Parties in Kigali, Rwanda, the ARC Gender Division and Affaires mondiales Canada | Global Affairs Canada (GAC), a key partner in advancing ARC's gender mainstreaming efforts, co-hosted a panel discussion to examine the role of gender integration in Disaster Risk Management and climate change response.

The session convened other ARC partners critical in fostering synergies with GAC-funded initiatives, with the goal to identify shared priorities, complementarities, and potential overlaps across programmes. Participants shared experiences and outlined lessons learnt in the integration of Gender in DRM and climate change response through the ARC, Replica and ADRIFI mechanisms. They also explored strategies to enhance stakeholder collaboration, ensuring cohesive efforts in addressing interconnected climate resilience challenges. Humanitarian partners, the World Food Programme (WFP) and the African Development Bank Group (AfDB), contributed to the discussions as key enablers of African countries' participation in ARC risk pools. The WFP collaborates on the ARC Replica initiative, which enables humanitarian actors to secure sovereign insurance coverage for participating countries. AfDB oversees the Africa Disaster Risk Financing (ADRiFi) Programme, a flagship initiative for enhancing the resilience and response capacity of African nations to climate-induced disasters. ADRiFi focuses on advancing disaster risk management and financing strategies by integrating risk assessment, mitigation, risk transfer mechanisms, and preparedness planning. In 2019, ARC, supported by Global Affairs Canada / Affaires mondiales Canada, developed and adopted its Gender Strategy. As part of its principles of engagement, the organisation adopted a differentiated approach to gender equality issues in DRM, committing to closing the gender gap, which is central to achieving aspiration 6 of Africa's Agenda 2063. This framework recognises that the important role of women in agriculture is essential for food security and economic growth. The event concluded with a road map for a strengthened collaboration, with clear indications on expected deliverables of each mechanism, developed. An immediate outcome was the commitment from partners to hold joint working meetings regularly to explore areas of collaboration in ARC member states.

From November 10 to 23, 2024, a mission was conducted to support the implementation of the Gender and Disaster Risk Management (DRM) Action Plan in Zambia and Zimbabwe. The mission team included key personnel such as the Head of Gender Division, the Country Engagement Manager for Zambia and Zimbabwe, the Communication Officer, Support Officer, and Gender Experts. The mission's objective was to translate the findings from the gender analysis into concrete actions that would promote gender equality and address gender-based violence (GBV) within the context of DRM.

In collaboration with various structures, the African Risk Capacity Gender Unit conducted a gender analysis (GA) in DRM to provide an overview of the gender situation in Zimbabwe and Zambia in 2021 and 2024, respectively. The gender analysis informed the development of Gender Action Plans (GAP) with measurable gender indicators and actions. The GAP was based on data and studies from the governments of Zambia and Zimbabwe, development partners, civil society organizations, field visits to selected communities and districts, and national institutions and partners. Training manuals in DRM were also designed, and a national Training of Trainers (ToT) and a policy dialogue were held in both countries.

Following the comprehensive gender analysis, follow-up activities were essential to raise awareness, promote gender equality, engage key stakeholders, and build local capacity to address GBV and gender issues in the context of DRM. These activities were aligned with the Gender Transformative Fund mechanism and Objective 3 of the ARC Gender Strategy. The selected activities, planned to start in 2024 and continue into early 2025, included :

Publication of advocacy and sensitization materials

Organization of advocacy campaigns, including visits to parliamentarians and religious and traditional leaders

Promotion of Gender and DRM messages in mainstream and social media

Raising awareness of GBV among men, women, girls, and boys

Training of Trainers workshops at district and provincial levels

The main objective of the mission was to support the implementation of the Gender and DRM Action Plan through :

Conducting targeted advocacy and sensitization activities by promoting gender and DRM messages through media platforms

Engaging with parliamentarians, religious, and traditional leaders on gender and disasters

Raising awareness of GBV

Conducting Training of Trainers at district and provincial levels to disseminate knowledge and skills on gender and disasters

These activities were piloted in Zimbabwe and Zambia through the collaboration of the ARC Gender Division and the ESA team, with the support of the Swiss Agency Cooperation (SDC). The success and participation of various stakeholders highlighted the need for similar initiatives in other member states where the first phase of gender mainstreaming in DRM has taken place. More support and collaboration are needed to replicate these activities in other member states in 2025. The Gender Division will leverage collaboration with other departments to maximize opportunities and resources for conducting similar activities in additional member states.

Bill and Melinda Gates Fondation

On 20 and 21 March 2023, the ARC Group's Gender and Outbreaks & Epidemics (O&E) teams and the West & Central Africa Office, with the support of the Bill and Melinda Gates Foundations (BMGF), convened the West Africa Regional Consultation on gender-responsive mechanisms for epidemic preparedness in the Economic Community of West African States (ECOWAS) in Dakar, Senegal. The Regional Consultation followed the December 2022 launch of the ARC Group's O&E product, where the Government of Senegal became the first country to take out the sovereign parametric insurance policy for protecting its populations against high-impact disease outbreaks. The ARC O&E Programme's risk-transfer solution is the first African epidemic risk insurance mechanism designed to enable rapid country-led responses to disease outbreaks and epidemics and prevent the further spread of such threats.

The ARC O&E Programme, born in the wake of the devastating 2014-2016 West African Ebola crisis, and developed in response to a request from African Ministers of Finance under the auspices of the African Union (AU), uses a comprehensive multi-pronged approach to country preparedness and response to O&E : in-country capacity-building work on epidemic preparedness ; contingency planning to enable timely and effective response when an outbreak occurs ; outbreak modelling to compute risk analytics from realistically simulated outbreaks events ; and a risk transfer parametric product that covers early response costs of an outbreak. The O&E risk transfer product initially covers three diseases of epidemic potential, Ebola, Marburg, and meningitis, with a view to expanding based on assessed needs in member states.

On 28 November 2022, ARC Agency and the BMGF signed an investment grant agreement on “Gender Responsive Mechanisms for Epidemic Preparedness in ECOWAS” to support six priority member countries of the ECOWAS to provide rapid and appropriate gender-sensitive responses to disease outbreaks and epidemics in the region. The six ECOWAS countries have been prioritised to benefit from this project : Côte d'Ivoire, Ghana, Guinea-Bissau, Nigeria, Senegal, and Sierra Leone. Towards the fulfilment of this agreement, this Regional Consultation was the start of the ARC-BGMF project, with key objectives being :

Building the capacity of ECOWAS member states to better respond to disease outbreaks and epidemics ;

Promoting gender-sensitive mechanisms for disease outbreaks and epidemics management ;

Providing technical support and outreach activities on the Polio virus in West Africa ; and

Strengthening innovative partnerships in promoting Pan-African and sub-regional collaboration.

Responding to outbreaks and epidemics must be inclusive to achieve true resilience. As part of the ARC's goal to mainstream gender in all its programmes and the Disaster Risk Management (DRM) environment at large, this project will be intentional in driving for gender equality to ensure that no one is left behind, starting with understanding the gender considerations of each participating country through a gender analysis.
